The selection and composition of our project team are based on the following criteria:

1. The need for the effective utilization of qualified and experienced professionals.
2. The need to provide adequate technical and logistic support to fulfill the specific task within the time allocated to it.
3. The need to create a close working relationship between the consortium’s Team and the Project implementation Unit of the Client’s Organization.
4. The need to provide quality service based on the requirement for Quality Assurance (QA) in engineering service.
5. The interdependence of the involved and their nature.
6. The utilization of the team members who have a working understanding for the project area.

Upon contract award Tochil Engineering And Construction Ltd, will select the most suitable project team personnel in accordance with the specific needs of the project, this project team may vary according to project magnitude and schedule required. In any case, the project team will satisfy the project demand.

A project manager coordinates the activities of our engineering team. The project manager is responsible to the client and to Tochil Engineering And Constrution Ltd, management, for an efficient and economical, administrative coordination of engineering, construction and progress of all phases of the project.

When we have major projects, more than one project engineers and construction managers are assigned to assist the project manager with the daily running of the project.

It is the responsibility of the project manager to coordinate all the design and procurement activities, with the construction manager. A field project engineer is assigned to ensure the continuity and interpretation of design and specifications.

Engineering and procurement services are analyzed on “case-by-case” according to engineering disciplines and workload availability.

Depending on project location, engineering can be developed with the same high quality standard. The engineering organization shall be under the direction of the project engineering manager, assisted by specialized engineers, in order to perform in a proper manner.

The project engineering activities are under the responsibility of project engineers, assigned to the project team, who reports to the management, status as required.

The drafting supervisor is responsible for checking that the proper manpower is assigned to meet the schedule, reviews specifications, prepares lists and releases work plan as approved by the project engineer.

Procurement services included obtaining quotations for requisitions, computerized bid evaluation, order preparation and order placing. The purchasing responsibility includes obtaining and screening of vendor’s sub orders for inspection purpose, processing and expediting of all manufacturer’s data. This included drawings, maintenance instructions and test certificates. Purchasing of major equipment (especially health materials/equipment) is handled by experience and qualified Health personnel.

The finance manager shall be responsible in all the operations concerning the administration services of our personnel and materials. The main duties are:

• Official administrative accounting of the whole project
• Personnel administration and industrial relations
• Administration and payment of sub-contractors and suppliers
• Administration of materials and warehouse
• The administrative procurements shall be implemented under the guidance of the administrative manager, who for the purpose of effective co-ordination shall report directly to the project manager.

Periodic updating of priorities, including performance, evaluations is systematically used. Reports on any project is normally prepared according to the principle of “Management by exceptions” in order to facilitate the control of the project’s targets.

The function of the cost control group is to produce monthly cost reports which not only shows budgeted expenditures but also forecast the estimated final cost of the job. Cost engineers are appointed at the start of a project. Under the direct supervision of the project controller, they produce working budgets for all office departments, detailed materials and construction or supply budgets.

Under the direction of the Quality Control and Quality Assurance Manager, the Quality Control and Quality Assurance project shall be responsible for safeguarding and ensuring the project shall be expeditiously performed, according to the inherent international standards, rules and procedures, and that it shall meet the quality requirements of the contract, its attached specification and special prescriptions.

A quality control superintendent and quality assurance engineer shall assist the quality control and quality assurance manager in their functions. The quality control superintendent shall be responsible for the quality control of materials and construction/installation coordination, as well as the quality certification. The quality assurance engineer shall be responsible for the materials and quality construction/installations. The shall be responsible for the under listed tasks

• Application of all ISO requirements on the project.
• Review of the project quality plan, the establishment of a quality audit schedule for all areas of the project and the auditing, analysis and feedback report of the project performance against quality standards and procedures.
• Editing of the “Quality Records” supported by statistical data.

Submission to the project manager suggestions fit for improving quality of the project. Provide guidance and training to field staff.
